Acton Public Library Board of Directors
The Acton Public Library Board of Directors is a board appointed by the Old Saybrook Board of Selectman for six year terms. All Old Saybrook citizens interested in serving should contact the office of the First Selectmen 302 Main Street Old Saybrook, CT 06475. The Board meets on the second Tuesday of every month in the Friends Conference Room on the second floor of the Library at 6:30pm.
The mission of the Acton Public Library is to serve the community as an information resource center, providing educational, cultural and civic programs and materials through diverse media.
Acton Public Library By-Laws
Article I - Name
Section I: This organization shall be called the Acton Public Library existing by ordinance enacted by the Town of Old Saybrook, Connecticut on August 12, 1964.
Article II - Members
Section I: The Library Board shall consist of nine members appointed by the Board of Selectmen and shall serve a six-year term. Only one renewal will be allowed; then, that member will step down for at least one year before being reappointed.
Article III - Duties and Functions
Section I: The Library Board will serve as Trustees by discussing, advising and formulating general policies for the operation of the Acton Public Library.
Section II: The Library Board shall have charge of the operation of the Library and may recommend expenditure of such sums of money as are available and necessary for the operation and maintenance of the Library facilities as provided by the Town of Old Saybrook, Connecticut.
Section III: The Library Board shall file annually, when requested, with the Board of Selectmen, an itemized statement of anticipated expenses for the ensuing year.
Section IV: The Library Board shall have all of the powers and authorities granted to the public libraries under Section 190 of the General Statues of the State of Connecticut as may be amended from time to time.
Article IV - Officers
Section I: The officers of the Library Board shall consist of a chairperson, vice-chairperson, treasurer and secretary.
Section II: The Library Board shall elect the officers of the Library Board annually in January. If a vacancy occurs in any of said offices of the Board, the vacancy will be filled by the Board for the balance of the term.
Article V – Duties of the Officers
Section I: The Chairperson shall preside at all meetings, authorize calls of any special meetings, and generally perform the duties of the presiding officer.
Section II: The Vice-Chairperson shall preside in the absence of the Chairperson and perform the duties and functions of the Chairperson.
Section III: The Secretary shall keep true and accurate accounts of all proceedings of the Board meetings. The Library Director shall have custody of the minutes and other records of the Board.
Section IV: The Treasurer shall make special reports of the special Library funds and income outside the appropriations in charge of the Town Treasurer.
Article VI - Meetings
Section I: Regular meetings of the Library Board shall be monthly. Each year, before December 31st the Library Board shall determine the dates of these meetings for the following year and file notice with the Town Clerk as early as possible.
Section II: Special meetings may be called by the Chairperson or upon written request of three (3) Board members for the transaction of business stated in the call for the meeting giving at least twenty-four (24) hours notice to each member and the Town Clerk before the time of such meeting.
Section III: Decisions of the Library Board shall be made by the majority of the members of the Board in attendance. In absence of a quorum, those members present are empowered to adjourn to a later date.
Section IV: An agenda for each meeting shall be prepared by the Chairperson and sent out with notice of each meeting by the Director at least five (5) days prior to such meeting.
Section V. It is the responsibility of each member to attend all Library Board meetings. Any member who fails to attend three consecutive meetings without justifiable cause will be asked to resign.
Section VI: Regular meetings are open to the public. Executive sessions are held in accordance with the regulations of the Freedom of Information Act.

Article VIII - Committees
Section I: The following shall be the standing committees of the Library Board: Housekeeping, Finance, Strategic Planning, Middletown Library Service Center, Personnel and Library Policy.
Article IX – Library Director
Section I. The Library Director shall be responsible for the specific management and enforcement of the policies formulated by the Acton Public Library Board of Directors.
Section II: The Library Director shall attend Board meetings unless otherwise directed by the Board.
Section III: The Library Director shall be considered the Executive Officer of the Board and shall have sole charge of the administration of the Library under the direction and review of the Board.
Section IV: The Library Director shall be responsible for the care of the building, equipment, staff, and efficiency of the Library’s service to the public, and for the operation of the Library under the financial conditions set forth in the annual budget.[Link]
Article X - Amendments
Section I: These By-laws may be amended at a meeting of the Library Board by a two-thirds vote of total membership present and voting, provided the amendment was proposed at the previous meeting and a written copy was sent to all members prior to the meeting.
