Patrolman Charles Mercer
2005 EXCHANGE CLUB OFFICER OF THE YEAR AWARD


The Old Saybrook Department of Police Services based this year’s Exchange Club Officer of the Year Award Nomination on specific criteria. These criteria included demonstrating honesty, integrity, and dedication to victims of crimes, the police department, and above all service to the Old Saybrook community.  We are pleased to recommend Patrolman Charles Mercer for the Old Saybrook / Westbrook Exchange Club’s 2005 Officer of the Year Award.  Mercer.jpg

Patrolman Mercer has served the Town of Old Saybrook as a police officer since December 5, 1987. During his tenure, Patrolman Mercer has been an active member of the department’s patrol division, is a patrol shift supervisor, and is currently assigned to the department’s Criminal Investigations Division.  He is also an integral member of the department’s Critical Incident Management Team, where he serves as lead investigator during any major incident.

Over the past year, Patrolman Mercer applied his talent and skill as a detective while working on two, high profile, detailed investigations.  After a yearlong, untimely death investigation, Patrolman Mercer was able to obtain an arrest warrant for a suspect who was subsequently arrested and charged with Criminally Negligent Homicide.  This case is currently pending in Superior Court.  For the better part of the last six months, Patrolman Mercer has worked intensely on a Fraud case uncovering a large investment scheme that victimized dozens of people.  Patrolman Mercer once again demonstrated his dedication to both the department and the victims of crimes throughout this investigation   He went above and beyond, contacting any persons who may have been a victim to this scheme, meeting with them at their own convenience, and reviewing in detail their interaction with the cases primary suspect.  Through his numerous meetings and interviews Patrolman Mercer uncovered multiple violations of Federal Law and personally discovered that over one million dollars had passed through the suspect’s bank account.   This case is currently being presented to a Federal Grand Jury and now involves investigators from the Federal Bureau of Investigation, The Internal Revenue Service, Postal Inspectors and the Federal Security and Exchange Commission.     

Patrolman Charles Mercer is truly a valued member of the Old Saybrook Department of Police Services.  This is the second time Patrolman Charles Mercer’s has received the coveted Exchange Club Officer of the Year Award.
